Organize PDF pages by sight, not by number
Searching for organize pdf online usually means the pages are in the wrong order and you want to fix it visually. A scanner fed the stack backwards, two documents were merged in the wrong sequence, an appendix belongs before the conclusion, or a duplex scan interleaved fronts and backs. Typing page numbers for that is slow and error-prone; dragging thumbnails is not.

What happens to the file when you reorder it
The pages are copied into a new document in the order you set. They are not re-rendered, resampled or recompressed, so text stays searchable, images keep their original encoding and vector content stays sharp. The file size stays essentially the same, minus whatever belonged only to the pages you deleted.
Form fields and annotations move with their pages. Bookmarks and internal links are the one thing to check afterwards: a bookmark still points at a page's content, but if that page moved, the table of contents you print from it may need updating. Links to deleted pages no longer have a target.

The reverse-order scan: some scanners emit the last page first. Drag the pages into place, or, for very long documents, split and merge in reverse. The interleaved duplex scan: fronts as 1, 3, 5 and backs as 6, 4, 2 — rearrange so each back follows its front. The merge that went wrong: cover, then annexes, then the main body, when it should have been cover, body, annexes.
The blank pages from double-sided scanning of single-sided originals are easiest to remove here too, because you can see which thumbnails are empty instead of guessing their numbers. Make a habit of a quick scroll through the thumbnails before clicking Organize: checking twenty tiles takes seconds, and checking the downloaded file page by page does not.

Every step runs inside your browser, using the WebAssembly and Canvas APIs your device already ships with. No file is uploaded, no copy is kept, and nothing sits in a queue on a server waiting to be deleted — which is also why the tool keeps working with the network disconnected.
The thumbnails you see are rendered on your own device, and the reordered PDF is assembled there too. That matters because the documents that need reorganising are typically scanned paperwork — identity documents, contracts, medical records, court bundles — and a server-side tool would hold the complete set while you drag pages around.
